Can ingredient research support finished cosmetic product claims?

DIRECT ANSWER

Ingredient research can support technical rationale and help design a finished-product evaluation, but it does not automatically prove that every formula containing the ingredient will deliver the same result. Finished-product claims should reflect the actual formula, use level, test design, target population and applicable market rules.

Identify what the evidence actually tested

Separate evidence about a chemical constituent, a supplier's commercial ingredient, an experimental formula and a marketed finished product. Differences in grade, concentration, vehicle and use conditions can change the relevance of a result.

Build the claim from the finished product

Use ingredient evidence to define a plausible mechanism or screening direction, then select suitable stability, instrumental, clinical, consumer or other testing for the intended claim. Regulatory and advertising review should be completed for each target market.
